Anthony Fung, PMP
Chief Executive Officer, Chairman of the Board

Anthony Fung serves as the Chief Executive Officer and Chairman of the Board at Catapult Consultants, where he directs the strategic operations at the firm. In 2001, Mr. Fung was one of Catapult's founding principals; today he holds managing control of the firm. A business strategist and skill executive with than a decade of experience designing and implementing innovative financial and program management solutions within the federal sector, Mr. Fung works with a broad array of government and commerical sector clients to address operational challenges and deliver cutting-edge solutions.

Prior Catapult Consultants, Mr. Fung was engaged in multi-million dollar management and information technology consulting engagements at American Management Systems, Commerce One, and United States Postal Service.

Mr. Fung earned a degree in Information Science from the University of Pittsburgh, and is a certified Project Management Professional (PMP) by the Project Management Institute (PMI).

Joshua Bogart, CPA, PMP
President, Chief Operating Officer

As a Principal at Catapult Consultants, Joshua Bogart leads the Financial Management Practice. Mr. Bogart is skilled at developing strategic approaches to ensure organizations are brought into financial compliance and stay ahead of the regulatory curve.

In nearly a decade of financial management and information technology consulting, Mr. Bogart has generated a track record for taking on big challenges and producing solutions that make enterprises run more effectively and efficiently. He began his professional career with Deloitte & Touch LLP as a financial auditor. Early in his career, Mr. Bogart earned high makrs based on a value-add approach to auditing and performing a revenue restatement audit on a publicly held company. As a result of his strong performance, Mr. Bogart was asked to join Deloitte's emerging Enterprise Risk Services Practice where he performed numerous IT and controls audits in the form of Statements on Auditing Standards (SAS) 70 reviews.

Mr. Bogart earned a Bachelor's degree in Accounting from George Mason University, and is a Virginia Board Certified Public Accountant (CPA), and Project Management Institute (PMI) certified Project Management Professional (PMP).

Patrick Lynch, MBA
Senior Vice President

After years of military and intelligence service, Patrick Lynch knows what it takes to get things done in the national security arena. Combining military experience with business acumen, Mr. Lynch skillfully delivers top-notch solutions that allow government agencies to work more effectively. Since July 2007, he has served as the Vice President of Catapult Consultants, where he is responsible for business development and managing relations with defense clients.

In addition to his expertise in military and intelligence operations, Mr. Lynch has extensive experience in program and financial management consulting, including: business operations; business process improvement; planning, programming, budgeting, and execution; financial statement compilation and accounting operations; and OMB Circ. A-123, Appendix A, internal controls. Prior to joining Catapult, Mr. Lynch was an assistant Vice President for Programs and Business Development with the Bradson Corporation and directed operations for Navy, United States Marine Corps (USMC), and Department of Housing and Urban Development (HUD) engagements. Mr. Lynch is a former United Staets Army Amror officer and Central Intelligence Agency (CIA) case officer.

He earned a Bachelor of Arts from the Johns Hopkins University and a Masters of Business Administration (MBA) from the University of Miami (FL).

Edward Rinkavage
Vice President, Acquisition Management Division

Edward Rinkavage is the director of Acquisition Services at Catapult Consultants, LLC., bringing nearly three decades of experience in government acquistions to the challenges of mapping federal acquisition requirements.

Mr. Rinkavge has worked in all aspects of government acquisition, including serving as a corporate executive and within the Department of Defense as a contracting officer, squadron commander and IG contracting inspector. Currently, he advises senior Federal officials on acquisition reform, business strategies and Ferformance Based Acquisitions (PBA). Sharing his expertise and insights, Mr. Rinkavage has authored several articles for national publication on acquisition reform, presented applicable concepts on the acquisition workforce, and change management, as well as briefed senior procurement executives on these initiatives. He also has a proven and highly successful track record managing large-scale, overseas, specialized services and construction contracting programs worth more than $650 million while advising senior military leaders in Europe on acquisition strategies. Mr. Rinkavage led Air Force and multi-national contracting in the Balkans including programs in Croatia, Hungary, Serbia, and Bosnia, as well as the Middle East, most notably in Saudi Arabia, Kuwait, Oman, Bahrain, and the United Arab Emirates. A recognized expert on government acquisition, Mr. Rinkavage is a member of the Defense Acquisition University (DAU) Alumni Association, Industry Advisory Council (IAC), Intelligence and National Secuirty Alliance (INSA), Armed Forces Communications and Electronics Association (AFCEA), past president of NCMA, Tysons Corner Chapter, is an NCMA Fellow and serves on the NCMA National Board of Advisors.

Mr. Rinkavage earned a Bachelor of Science in Business Administration and Marketing from King's College and a Master of Science in Human Resource Management from Houston Baptist University.

Robert Schraven, PMP
Vice President, Financial Management Division

Mr. Schraven, who joined Catapult Consultants in November 2009, serves as Vice President leading their Financial Management Line of Business. He has over 15 years of experience performing systems implementation, financial management, program management, contracts management and pre-audit support services.

Mr. Schraven began his professional as a Cryptologic Officer in the United States Navy. Upon fulfillment of his military obligation, Mr. Schraven worked for 11 years at BearingPoint (BE, formerly KPMG). During his tenure at BE, Mr. Schraven supported the DoD Sector, working with such clients as OSD, DFAS, DoN, the AF and numerous smaller Agencies. He primarily focused on systems implementation, FM/PM, Budget and execution and audit support engagements. In 20007, Mr. Schraven was promoted to Managing Director at BE. In November 2008, Mr. Schraven went to work for PwC, LLP assisting their Washington Federal Practice expand their presence within the DoD.

Mr. Schraven is a native of Buffalo, NY and earned a Bachelors of Arts from the California State University System prior to joining the Navy.

Steven Forrey
Vice President of Finance and Administration

Stephen Forrey directs Catapult Consultants' corporate accounting and finance. He is charged with preparing all Financial Statements, Corporate Income and Business Tax Returns, Business Cost/Pricing Proposals, Government Incurred Cost Submissions, Project/Job Revenue and Profit Projections, and supervises all other areas of Catapult's internal accounting and finance responsibilities.

With more than twelve years experience as a Corporate Controller and director of Finance and Accounting, Mr. Forrey holds extensive knowledge and experience with Federal Government Accounting and Reporting Compliance to include DCAA, FAR, and CAS Requirements. He has successfully managed multiple incurred costs audits with DCAA and other government agencies as well as multiple contract audits with the GSA. Mr. Forrey began his professional career with Bradson Corporation as a Financial Analyst in January 1995. He became Bradson's Corporate controller in December 1996 and later served as the Director of Finance and Accounting until January 2008.

Mr. Forrey graduated from James Madison University with a Bachelor of Business Administration (BBA) Degree in Finance.
