
Mr. Elam possesses over 40 years of hands-on experience in performance-oriented leadership and management positions in military and private sector environments. Mr. Elam has extensive experience in program management, transportation management, distribution logistics, operations research, operations planning, education, research and development and international business.
While on active duty, Mr. Elam has held numerous command and staff positions. His responsibilities included ensuring the successful performance of large educational and logistics organizations over the complete range of life-cycle functions including planning, funding, recruiting, training, organizing and equipping. He is the creator of the US Army Strategic Mobility Program, a program designed to enhance the worldwide movement of US Army personnel, equipment and supplies by air, sea, rail and highway.
Mr. Elam joined Advancia Corporation in 1993 upon retirement from active duty as a Major General, United States Army. His last active duty assignment was as the Assistant Deputy Chief of Staff for Logistics, Headquarters, Department of the Army. As an analyst for the Advancia Corporation, he supported the Federal Aviation Administration (FAA) Airways Facilities organization and led the National Airspace System Implementation Support Contract (NISC) team that conducted the successful investment analysis of the NAS Infrastructure Management System (NIMS). Subsequently, as the Vice President for Operations, he was responsible for the supervision of nine Program Managers with offices spread from Washington, DC to Anchorage, Alaska.
Mr. Elam founded the Elam Consulting & Coaching firm in January 2003 upon retirement from full time employment with the Advancia Corporation. He currently volunteers his time as a counselor for the Service Corps of Retired Executives (SCORE)."
Ms. Mallwitz has nearly 30 years experience in developing and managing high-tech domestic and international programs, financial and statistical analysis, resource analysis and management, strategic planning, change management, quality management, training, and business process reengineering (BPR). She is the former deputy division manager of a 75-80 person division of a major Fortune 500 company.
Before taking early retirement from government, Ms. Mallwitz served as the Deputy, Chief, Plans, Programs, and Analysis Branch (OP-63), US Navy. Ms. Mallwitz provided direction, guidance and workload planning for 35-50 personnel. She supervised the analysis, design, development and implementation of various business applications including administrative, budgeting, and tracking systems.
Ms. Mallwitz was responsible for determining future information requirements and for budgeting for those needs throughout the Navy security assistance community. Ms. Mallwitz developed policy and procedures for implementation by other Navy activities and other DoD and US government agencies concerning pricing, availability, resource requirements, services, training, and logistics support.
As the Senior Vice President at CMI Management, Ms. Mallwitz headed the Information Technology Support Services Divsion and serve as Corporate Monitor for administrative and technology related projects.
Dr. Adolphi has nearly 40 years experience in federal financial management (FM). He served more than 33 years in military and Department of Defense (DoD) civilian positions within the Department of the Army and DoD, the latter 11 years as a member of the US Senior Executive Service culminating in duty as the Director for Finance and Management Policy in the Office of the Secretary of Defense. In this position, Dr. Adolphi led a team of senior professionals that developed, promulgated and interpreted DoD-wide policies for finance and accounting (including military, civilian, travel and vendor payments; disbursing, banking, and cash and debt management; and financial aspects of foreign military sales), internal controls, financial management workforce human capital issues, and financial management business transformation. He championed e-Gov applications, including development of a knowledge management portal for the 15-volume DoD Financial Management Regulation published by his office, and web-enablin the reporting of financial system modernization actions and milestones.
Subsequent to retirement from federal service, Dr. Adolphi served as a director in the Washington Federal Practice of PricewaterhouseCoopers LLP (PwC), where he served in business development and client service roles. While at PwC, he helped that firm significantly expand its FM advisory and assurance service presence within the DoD and other agencies. He holds Certified Defense Financial Manager, Certified Government Financial Manager, and Project Management Professional certifications.
Dr. Adolphi currently is President/CEO of e-Execution, LLC, a firm formed to facilitate his sharing of expertise with client firms, primarily service-disabled veteran-owned and women-owned small businesses, that seek to expand their presence in the DoD and civil agency FM organizations. A retired United States Army Reserve (USAR) Finance Corps colonel, Dr. Adolphi currently is serving under a voluntary appointment as a USAR Ambassador for the Commonwealth of Virginia. He also chairs the Editorial Board of the Armed Forces Comptroller, the professional journal of the American Society of Military Comptrollers.
